Converting an existing cellar beneath a dwelling from a storage area to habitable space usually only involves building control approval. If you plan to have new window/door openings or external access or if you wish to create a fully self-contained unit then planning consent maybe required.

Planning policy on basement conversions varies but it is very difficult for a local authority to find reasonable grounds for refusal, especially if the work does not significantly alter the building’s appearance.
