A basic conversion from a storage area to an area you can live in usually only involves building control approval, however, if you plan on adding external access, new windows or doors, then you might be required to obtain additional planning consent.

The type of permission that you require might differ, but local authorities are unlikely to refuse. This is because the work won’t significantly alter the building’s appearance or affect the view of the surrounding area.
